Tom Otto was born and raised in Oshkosh, and spent his career working in the trucking and automotive business, as well as the scrap iron industry. Tom has had a physical disability since early 2000; he no longer works outside the home, and uses a power scooter to move about the community. Tom became a Lakeland Care member in 2010 when Family Care became available in Winnebago County. By 2014 his health and mobility had improved to such an extent he was deemed ineligible for the Family Care program and disenrolled from Lakeland Care. Otto takes an active role in area issues and advocates for people with disabilities throughout the community and at all levels of government. He has served on the Lakeland Care Board of Directors since 2013 and represents individuals with Physical Disabilities. Otto lives in the City of Oshkosh in Winnebago County.
